I again pay tribute to the efforts of UYCE Ltd late-chairman, Peter Kimberley, in bringing the project to life. We had one very strong member of our community and the chair of our Community Bank, Peter Kimberley, a strong supporter of this project and supporter of our community. He passed away, but he left a strong legacy with all of us that this project would continue.......... Vale PK.

I wish to extend the Commuity and Yarra Ranges Council's sincere appreciation for the support and commitment from our local Warburton and Yarra Junction Community Bank Branches, I can't begin to say how valued that commitment has been during our advocacy efforts for the Warburton Mountain Bike Destination Project. Through a commitment of $300k the Upper Yarra Community Enterprise Ltd has secured an $8.7m Local, State & Federal Government investment to the Upper Yarra. I could only wish that past UYCE Ltd Chair Peter Kimberley could be here to see this outcome.......... Thank you Peter. (Vale PK).

Warburton Mountain Bike Destination - Question to Council.

Question to Yarra Ranges Council – 11 September 2018
Mr Judd Zekzas, Resident of Warburton, asked:
“Yarra Ranges Council, Banks, Real estate agents, Short term accommodation providers and local businesses are the main beneficiaries for the economic outcomes for the Warburton Mountain Bike Destination project; while housing affordability and homelessness remains a national crisis. If council truly believes these economic benefits outweigh negative impacts to social, cultural and environmental outcomes for the broader community, would council be willing to do an ongoing impact assessment that assesses the cultural, social and environmental outcomes for residents directly impacted?”
Mr Mark Varmalis, Director Environment & Engineering responded:
It is considered that economic outcomes do not outweigh, but support social and health outcomes.
A significant outcome of the Warburton Mountain Biking Destination project will be increasing employment opportunities in the region. There is a large body of research and evidence linking improved social and health outcomes with employment, education and physical environments.
The project will look to strengthen cultural and environmental outcomes through genuine engagement with the community and Wurundjeri. The project will fund environmental research and improvement programs such as re-vegetating illegal trails, resourcing environmental volunteer and education programs, increasing access to the environment, and where possible, improving natural habitat.
Council is currently undertaking a body of work to understand the cultural, social and environmental impacts and outcomes relating to the Warburton Mountain Bike Destination. This body of work will address:
o Recreation opportunities
o Public health outcomes
o Employment opportunities
o Housing affordability
o Traffic and parking impacts
o Change in amenity
o Environmental outcomes and impacts, and
o Cultural and heritage impacts and opportunities
The project would welcome any community input towards identifying suitable performance objectives to measure prior to and post construction, and for which there is a commitment for continued monitoring.

Planning application approved for Warburton Community Recreation Precinct

Yarra Ranges Council is continuing to advocate for funding for the second stage of the Warburton Community Recreation Precinct after the planning permit for stage 1 of the project was approved.

The design concept images includes the waterplay splash pad, junior playground, rain garden, picnic facilities and a toilet block, which make up Stage One.
A planning permit has been approved by Yarra Ranges Council for this first stage which is at detailed design in preparation for construction commencement in 2019.
Mayor Len Cox said the planning decision provided more certainty about committing to timelines to deliver the project for the community.
“The community has been very involved in the community consultation process and has contributed funding to make this project a reality, including The Warburton Sports Committee and Warburton Advancement League” Cr Cox said.
“The community wanted to see play opportunities for young and older children, water play activities and a multi-purpose outdoor sports court.
“Council is seeking funding from the State and Federal Government to complete the entire project.
“We are hoping to confirm funding for stage two this year to allow the detailed design to continue to the next phase.”
Council has applied for $1.45 million from the Growing Suburbs Fund and could potentially receive $800,000 through SRV’s Community Sport Infrastructure Fund Program.
Council has also requested $1.7 million from the Federal Government’s Regional Growth Fund.
Council has committed $2.8 million to complete Stage One of the project.
Stage two includes an upgrade to the multipurpose courts, installation of a ropes course,  tower slide and a carpark.
