A SUCCESS STORY. .... NSW Return and Earn.

Return and Earn NSW recycling success story - Container Deposit Scheme (CDS).

Last September I was pleased to be part of the Victorian Waste Management Association (VWMA) Delegation to NSW to fact find the NSW Container Deposit Scheme (CDS) Return and Earn.
At that time my Key Learnings were:
• No Cost to Government, State or Local.
• A CDS will remove a waste stream from our collection, giving a cost reduction.
• Increase employment across the State.
• Great opportunities for the creation of social enterprises.
• Return and Earn has been very successful to date.
• After first year, price increases due to the CDS reflect a workable competitive market.
• State of the art technology across the whole process.
• Biggest hurdle in Victoria will be the State Government to introduce the CDS legislation and the contractual agreements. - 'WAS'.

Great news from the Victoria State Government:
By 2022–23 Victoria will have a container deposit scheme that will work alongside the new household waste collection system and make recycling easier outside the home.

2020-21 Yarra Ranges Council Budget - Adopted.

Tonight I was pleased to move the adoption of the 2020-21 Council Budget, Council Plan and Long-Term Financial Plan (2020-21 to 2029-30).

Unprecedented times call for unprecedented measures, and Council’s 2020-21 draft budget is certainly a budget unlike any other. Council has implemented many initiatives to support our residents, ratepayers and our business community through this COVID-19 pandemic. This budget will build on those initiatives and further increase the level of support as we move through the remainder of 2020 and into 2021.

This budget has been developed around supporting the community recover from the COVID-19 pandemic by assisting all community members, including assisting property owners with rates.

Our plan, through delivering this budget, proposes a two per cent rate rise in line with the State Government rate cap. To help ease the financial burden for our ratepayers, we are also proposing to return a total of $3.3 million back to ratepayers whose rates have increased compared to 2019-20 assessments, as part of our ‘Covid-19 Rates Relief Assistance’ package.

To put it simply, this means that you won't pay any more in general rates than you did last year, and some households will pay less.

This is in addition to the $4m Recovery Fund, taking the COVID relief support to approximately $7.3 million in 2020-21.

In addition to focusing on providing relief to the community due to COVID-19, this budget will also continue to deliver on the over 120 services and initiatives that are contained in the 2017-2021 Council Plan and Capital Expenditure Program.

NOT TRUE - Warburton Mountain Bike Destination trails are in violation of Acts????????

The proposed Warburton Mountain Bike Destination trails are not in violation of any Acts. At present the project is being assessed through an Environment Effects Statement (EES) approval process that will ensure the project is designed, constructed and operated to minimise adverse environmental and community impacts. It requires detailed investigation across a wide range of environmental factors including ecological, physical and social elements and will involve community consultation. 

I would also like to point out that Yarra Ranges Council has consulted widely with the community regarding the development of the Master Plan for the Warburton Mountain Biking Destination. Feedback has been sought from residents of Warburton and the Yarra Valley, businesses, community groups, Government Agencies and mountain bike riders alike.

Council is committed to working with partnering agencies to ensure this exciting project continues to progress, the Environment Effects Statement (EES) will further strengthen comprehensive work already undertaken in planning the project to ensure potential environmental impacts would be appropriately managed.

As work continues on the EES process with DELWP, Council will concurrently finalise the draft Warburton Mountain Bike Destination Master Plan for community input and determine priorities in delivering associated infrastructure.
