Consideration of the Heritage Overlay when Positioning the Proposed Routes for Mountain Bike Tracks.
Bee Rawlinson, resident, Warburton asked:
“Has the Heritage Overlay been considered by the Planning Department and Cox Architects when positioning the proposed routes for the Mountain Bike Tracks and have the residents adjacent to the proposed tracks been informed of the proposal, where to view he plans and of their rights to comment?”

Mr Mark Varmalis, Director Environment & Engineering, responded:
“Based upon current planning for the project, the proposed alignment of trails cross at least one heritage site (HO342 – Yarra Yarra Hydraulic Gold Sluicing Company on Old Warburton Road) - important to the mining heritage of Warburton. The citation for HO342 recommends a conservation management plan be prepared prior to any activity that would involve ground disturbance. This is to ensure any remaining artefacts and landform (which was altered and formed by the mining practices) is preserved. The conservation management plan will likely be a condition of a planning permit for the project, which would also consider any other relevant heritage issues.
A planning permit process will also require additional public consultation with all surrounding land owners at the time.
On request from the residents, staff met with approximately 20 residents from Old Warburton Road on Thursday 26 April where concerns were raised about the old cemetery and heritage overlay.
Our consultants who undertook the ground truthing understood that the proposed trails were outside the cemetery boundaries.
Staff will be undertaking further work to confirm the locations of the trails in relation to the cemetery boundaries to ensure that alignments are outside of the cemetery.
In relation to engagement with local residents, letters were sent to all residents adjacent to the proposed trails (approximately 100 residents) on Thursday 19 April 2018. These letters included personalised maps for each landowner showing their property and the proposed trails. Information in the letter provided ways to comment on the trails including via email, phone and the opportunity for individual meetings. Staff have commenced one on one meetings with a number of residents as a follow up to the letters.
Our next phase of consultation will include engaging with environmental, recreation and community groups, followed by broader community consultation in the next 4-8 weeks. Broader community maps will be available at this time.
