I was pleased to be part of the Victorian Waste Management Association (VWMA) Delegation - NSW Container Deposit Scheme (CDS) Return and Earn last Friday 13th September.

Key learnings:
• No Cost to Government, State or Local.
• A CDS will remove a waste stream from our collection, giving a cost reduction.
• Increase employment across the State.
• Great opportunities for the creation of social enterprises.
• Return and Earn has been very successful to date.
• After first year, price increases due to the CDS reflect a workably competitive market.
• State of the art technology across the whole process.
• Biggest hurdle in Victoria will be the State Government to introduce the CDS legislation and the contractual agreements.
My Recommendation to Council:
Council give consideration and support for the introduction of a Container Deposit Scheme (CDS) for Victoria.
Officers to prepare a report to Council Forum to lobby the State Government for a CDS for Victoria in line with NSW’s Return and Earn.
